Go ask yahoo.co.uk imho...How can you apply for a tin by email ? i need to contact the irs from Ireland ( outside the us )?
You can't.

Yahoo ads is assuming that everyone posting the ads is American and as such, the ads are income to be reported on IRS forms and won't process your application without an SSN/ITIN.

Presumably, your website is not in the US so it's not even subject to US tax laws, so you aren't eligible for an ITIN.

Even if the ads *are* on a US server, you can't get the ITIN unless you can prove they *will* pay you. That proof is a contract/account with money in it and Yahoo Ads isn't going to give you the paperwork you'd need to qualify for an exception to the ITIN rules anyway. (The W-7 form is by mail only.)
