your employer can file your petition anytime.

the visa waiting time is at least 5 years if your petition is qualify for EB3 category. the waiting time is 1 year or less if your petitions is qualify for EB2 category (about 5 years for nationals of china).

you can find your Alien Number or A# on your I-94 form (the card that attached at the bottom of your H1B form I-797 approval notice). you will need your passport and your I-94 form to prove your H1b status for your driver's license. good luck.

Your US employer has to sponsor you for a green card, you yourself do not apply for a green card if your application is based through work.

As for the length of time to get a green card the wait is counted in years rather than months.

As for your driving license you will need the visa number on your paperwork, you use that for getting your DL, and you have to take it along when you apply.
get with the uscis.gov about processing times and dates you can apply

to get your license (you may only get a temp one), just have a valid passport, visa, social security card if required, bills for proof of address if needed, any information that proves who you are and that you a legit

you won't have an alien # but you can use your visa and passport instead, along w/ other information
There is no wait.

You can apply for permanent residency as soon as you are eligible.

Good luck.
